evaluate js with ziggy

## !js `<code>`

evaluate `<code>` and output the result. if there is no result, output up to 5
of the `console.log()`s.. or an error

## additional functionality

any expression within `${...}` will be evaluated and the resulting string said
to the channel (or private message, depending on how it was invoked)
