## 1.3.0 - Released 2021/06/05

Note: this may be a "breaking change" needing a new major version, but, fortunately, no one is using this library except me, and, I never used the `encoding` setting. So, I'm going to just bump the minor version.
14. explicitly set option `decodeStrings` to `false` to ensure it doesn't change strings to Buffer's
