react-native-blob-util/windows/README.md

A module provides upload, download, and files access API. Supports file stream read/write for process large files.

We do not have a solution file here because we need react-native-windows version >=0.63.x.
Use the Examples\ReactNativeBlobUtilWin\windows\ReactNativeBlobUtilWin.sln file instead to change and test the code.
That project has the right dependencies on the react-native-windows.
