## 安裝 (Installation)

## 功能 (Features)

- `tzDayjsSafeParse` - 安全解析時區日期字串，處理多種邊界情況
- `secondsToMilliseconds` - 秒轉毫秒
- `millisecondsToSeconds` - 毫秒轉秒
- `_isUnsafeOffsetDateString` - 偵測不安全的偏移日期字串
- `_isUnsafeUTCDateString` - 偵測 UTC/GMT 日期字串
