Import dependencies in CanJS views

Static imports reflect direct dependencies of the template. Most uses of [can-view-import] will be for static imports.

To make your import be static, it *must* not have any content.  Make it a self closing tag (ending in  `/>`) or make sure to not have anything but space between the opening and closing tag.

## Example

These `can-import` and ES6 import examples are equivalent:
