### Why is this important?
Groups of logically related input elements must be contained within a fieldset element.
All controls within a given fieldset element are then related and the relationship may then provided to the user by user agents.
<!-- This is where the code snippet is injected -->
<div id="locSnippet"></div>
### What to do
* Use a `<fieldset>` element to group the related input elements.
For example:
```
<form action="..." method="post">
<fieldset>
<legend>Legend text: Personal Information</legend>
<p>Fieldset text: Please enter your personal information.</p>
<label for="fn1">First Name</label>
<input type="text" name="firstname" id="fn1" value="enter first name" title="enter first name">
<label for="ln1">Last Name</label>
<input type="text" name="lastname" id="ln1" value="enter last name" title="enter last name">
</fieldset>
</form>
```
</script></mark-down>
<!-- End main panel -->
<!-- This is where the rule id is injected -->
<div id="ruleInfo"></div>
</div>
