A set of stylelint rules used by TEAM23 for standard scss projects

    - Updated to `stylelint-scss@7.0.0`, which removed the deprecated rules `scss/at-import-no-partial-leading-underscore`,

      `scss/at-import-partial-extension`. The first two were already disabled in this config; the now-unknown
      rule references have been removed rather than left disabled.

## Linting rule changes

- stylelint config now depends on
