Applies a function to each nested element in an array of arrays and assigns
the result to a nested element in a new array of arrays.
The applied function is provided the following arguments:
- value: array element.
- indices: current array element indices.
- arr: input array.
Parameters

arr: ArrayLikeObject<ArrayLikeObject>
Input array of arrays.
fcn: Function
Function to apply.
thisArg: any (optional)
Input function context.
Returns
-------
out: Array<Array>
Array of arrays.
Examples

> var f = {{alias:/utils/nary-function}}( {{alias:/math/base/special/abs}}, 1 );
> var arr = [ [ -1, -2, -3 ], [ -4, -5, -6 ] ];
> var out = {{alias}}( arr, f );
