Defines non-enumerable read-only properties which expose strided array
function meta data.
Parameters
----------
meta: Object
Function meta data.
meta.nargs: integer
Total number of arguments (excluding offsets).
meta.nin: integer
Total number of input arrays.
meta.nout: integer
Total number of output arrays.
dtypes: ArrayLikeObject
List of strided array data types.
obj: Object|Function
Object on which to define properties.
bool: boolean
Boolean indicating whether the provided object should describe an
"ndarray" function interface.
Returns
-------
out: Object|Function
Object on which properties were defined.
