Evaluates the moment-generating function (MGF) for a uniform
distribution with minimum support `a` and maximum support `b` at a value
`t`.
If provided `NaN` as any argument, the function returns `NaN`.
If provided `a >= b`, the function returns `NaN`.
Parameters
----------
t: number
Input value.
a: number
Minimum support.
b: number
Maximum support.
Returns
-------
out: number
Evaluated MGF.
