Tests if an object has a specified property.
In contrast to the native `Object.prototype.hasOwnProperty`, this function
does not throw when provided `null` or `undefined`. Instead, the function
returns `false`.
Value arguments other than `null` or `undefined` are coerced to objects.
Property arguments are coerced to strings.
Parameters

value: any
Value to test.
property: any
Property to test.
Returns
-------
bool: boolean
Boolean indicating if an object has a specified property.
Examples
--------
> var beep = { 'boop': true };
> var bool = {{alias}}( beep, 'boop' )
true
> bool = {{alias}}( beep, 'bop' )
false
