Detect non externalized strings in vue `<template>`
## Rule Details
### Examples of **incorrect** code for this rule:

<div>"test"</div>
<div>test</div>
<div>{{ "test" }}</div>
<div>{{ `test ${something}` }}</div>
```
### Examples of **correct** code for this rule:
Correctly externalized attributes or attributes that contain no letters
```html
<div>{{ __("test") }}</div>
<div>{{ test }}</div>
<p>→</p>
